State Policy and Program Priorities Roundtable
During this roundtable session, each State and Territory Energy Office will share major energy policy, program, and priority actions and issues in their state. The items should include energy policy and program actions covered by your office, as well as other state policy and energy market trends that you consider significant. The discussion will help inform your colleagues and facilitate potential coordination among states. An expected outcome will be the identification of specific ways in which peers throughout the region can work together to resolve issues, share best practices, or take advantage of new energy opportunities.

This session will focus on activities and priorities of the U.S. Department of Energy’s Office of Weatherization and Intergovernmental Programs and the U.S. State Energy Program.  The update will include plans for FY’17 and will seek State and Territory Energy Office input on priorities and needs.

State Energy Planning: Trends in Recently-Updated Plans and NASEO’s Process for Updating Its State Energy Planning Guidelines
As new energy opportunities and challenges evolve across the country, State Energy Offices are updating their energy plans to ensure that they are well prepared to position their states as leaders in emerging energy fields. State energy plans are beginning to consider the impacts of new trends in energy generation, transmission and end-uses, including in the context of the energy-water nexus and in the transportation sector. NASEO staff will review these and other trends emerging in recently-updated plans as well as provide an overview of the process that NASEO will be utilizing to update the State Energy Planning Guidelines. Participants are encouraged to provide suggestions, comments, and other general feedback to improve the development of the updated guidelines.

Energy Emergency Planning, Mitigation, and Response – State, Federal, and Industry Roles 
In 2016, bipartisan action by Congress directed the U.S. Department of Energy to expand cooperative activities with the states and industry to address energy assurance, including liquid fuels, electricity, natural gas, and interdependent infrastructure. This discussion-oriented session will focus on states’ energy assurance planning priorities (including plan updates), information-sharing through the energy emergency assurance coordinators program, regional petroleum supply disruption challenges and opportunities, and actions to address the growing threat posed by cyber-attacks.

State Transportation Activities and Opportunities – Infrastructure Modernization Opportunities 
This session focuses on the impact of the Volkswagen Settlement on states within the region, state-identified opportunities and needs, and input from private sector stakeholders.  Other topics include state and private electric vehicle initiatives, the Initiative for Resiliency in Energy through Vehicles (iREV), and leverage of private sector (fuels, automaker) investments.

This session will highlight how the Oklahoma Energy Office is working directly with local governments, such as the City of Oklahoma City, to advance local sustainability and efficiency plans and efforts.  In addition, the session will highlight how State Energy Offices can provide a variety of support (e.g., financial, technical, coordination, etc.) to local governments to align local energy-related efforts with state energy policy priorities.
