Arizona Public Service Co. has completed the first phase of the Foothills Solar Power Plant project, which was made possible through U.S. Department of Energy State Energy Program (SEP) funds. The project made use of extensive research conducted by the Arizona State Land Department to identify state land suitable for solar energy development. The project is the first in the state to be constructed on State Trust Land.
