Energy Market and Planning (E-MAP) Program

 

Purpose and Goal

NASEO’s State Energy Office members and private sector partners have elevated the need to address a growing list of interrelated electricity system opportunities and challenges, including: 

  • Recognition of the need to modernize the electric transmission and distribution systems and related energy infrastructure to ensure economic growth and enhance reliability
  • Increased use of demand-side and supply-side energy efficiency and renewable energy resources
  • Inclusion of distributed energy and smart grid technologies in infrastructure planning and system modernization
  • Application of energy storage and two-way power flow opportunities
  • Acknowledgement of a greater public and private sector priority on resilience, reliability, and affordability.

To assist states in addressing this complex set of interrelated energy challenges and economic opportunities, NASEO, with support from DOE-OE, established the E-MAP program. The goal of the E-MAP program is to help states develop holistic approaches to advancing electricity system and related energy infrastructure modernization, resilience, and affordability.  To achieve this, the program will provide assistance to 3 State Energy Offices (the pilot states) to develop a state-led electricity system modernization roadmap that takes a comprehensive view across the electricity system and related infrastructure.  The practices, lessons learned, and resources developed through working with the pilot states will be shared with other states interested in pursuing similar goals and undertaking their own roadmapping efforts.

 

Nevada E-MAP Program
The Nevada Governor’s Office of Energy (GOE) partnered with the National Association of State Energy Officials and the U.S. Department of Energy’s Office of Electricity Delivery and Energy Reliability on completion of the Energy Markets and Planning (E-MAP) project. This road mapping project was undertaken to provide a comprehensive overview of goals and achievements across Nevada’s electric system, including evaluations of the specific advances in distribute energy resources, renewable energy, and energy efficiency with the aim of fostering market innovation and ensuring a reliable, affordable, and environmentally sustainable electric system for the State.

 

Michigan E-MAP Program
The goal of the Michigan E-MAP project is to develop comprehensive approaches to advancing electric system and related energy infrastructure modernization, resilience, and affordability.  The Michigan Energy Office, in collaboration with the Michigan Public Service Commission used a stakeholder and research driven process to develop a state-led electric system modernization roadmap that takes a comprehensive view across the electric system to include advances in renewable energy, distributed generation, energy storage, ancillary services, and energy efficiency with the aim of fostering market innovation and ensuring a reliable, affordable, and environmentally sustainable system.

Virginia E-MAP Program
The goal of the Virginia Energy Market and Planning (E-MAP) program is to develop a comprehensive approach to advancing electric system and related energy infrastructure modernization, resilience, and affordability. The E-MAP program will provide assistance to the Virginia Department of Mines, Minerals and Energy (DMME) to develop a baseline assessment that takes a comprehensive view across the electric system to include advances in laws and regulations, renewable energy, emerging technologies, ancillary services, and energy efficiency with the aim of fostering market innovation and ensuring a reliable, affordable, and environmentally sustainable electric system.
