  • Dr. Sumesh Arora

    Dr. Sumesh Arora - Mississippi

    Dr. Sumesh Arora is the former director of Mississippi's state energy office where he focused on energy-based economic development and entrepreneurship, energy education and workforce development, energy efficiency, electric vehicle strategy, and energy security. Dr. Arora currently serves as a Diversity and Workforce Strategies Program Manager at Entergy Corporation where he is responsible for developing the next generation talent in the utility industry. He has a Ph.D. in International Development from the University of Southern Mississippi (USM) and a master's and bachelor's in engineering from the University of Central Florida. Dr. Arora is an adjunct professor at USM's College of Business and Economic Development and an affiliated research facility at the University of Louisiana - Lafayette.

  • Kylah McNabb

    Kylah McNabb - Oklahoma

    Kylah McNabb, was formerly with the Oklahoma State Energy Office, housed with the Oklahoma Secretary of Energy and Environment.  Following her nearly 10 years of service with the State Energy Office, Ms. McNabb spent time working with an Oklahoma cooperative utility and a private company doing work on remanufacturing and repurposing electric vehicle batteries.  Currently, she is providing technical and policy consulting services through her group, Vesta Strategic Solutions, LLC. 

  • Dub Taylor

    Dub Taylor - Texas

    Dub Taylor was the director of the Texas State Energy Conservation Office (SECO) for 21 years. Under his leadership, SECO helped the state make the most of domestic energy, reduce state and local government energy costs and promote cost-effective clean energy technologies. Prior to joining SECO, Mr. Taylor’s public sector experience includes six years with the Texas Railroad Commission’s Alternative Fuels Research and Education Division. Mr. Taylor now serves as Chief Operating Officer for the Texas PACE Authority. He is a native of Dallas and graduate of the University of Texas at Austin.

  • John Davies

    John Davies - Kentucky

    John Davies retired in 2015 as Deputy Commissioner of Kentucky’s Energy Department. During his 15 year tenure, he managed 48 energy programs representing more than $75 million and supervised 28 employees. Programs initiated under his watch enhanced Kentucky’s economy by lowering energy use and costs while improving the environment and quality of life for Kentuckians. Additionally, he oversaw the development of analytical models and numerous energy reports that supported energy policies for three separate governors. Since retiring he has served as a NASEO Senior Advisor and as an American Red Cross volunteer.

  • Carol Tombari

    Carol Tombari - Texas

    Carol Tombari was a founding "mother" of NASEO in 1985 and served as vice president of the organization in subsequent years. In 1986, she chaired the NASEO committee that spearheaded efforts to change DOE rules regarding expenditures of petroleum violation escrow funds. In this regard, she testified in DOE administrative proceedings, the Senate Energy Committee, and the House Energy and Commerce Committee. NASEO's efforts led to President George H.W. Bush signing the Energy Efficiency Programs Improvement Act in 1988. From 1980 to 1992, Ms. Tombari directed the programs and policy efforts of the Texas SEO. In 1993, she was appointed by the Secretary of Energy to a post at the National Renewable Energy Laboratory in Golden CO where she led NREL's efforts to work with states, localities and utilities to condition markets for renewable energy in their jurisdictions. Ms. Tombari retired to the Dallas area in 2012 and welcomes NASEO members -- alumni especially -- to come on down!

  • Tony Usibelli

    Tony Usibelli - Washington

    Tony Usibelli retired from the Washington State Department of Commerce in late 2018 after 33 years in various versions of the energy programs in Washington. Since retiring Mr. Usibelli has been volunteering with the Clean Tech Alliance, a four hundred member clean energy trade organization, and Shift Zero, a new formerly building efficiency consortium. He also serves on the advisory board for the Western Washington University Institute for Energy Studies and is a very part-time energy policy analyst in residence to the University of Washington's Clean Energy Institute.

  • Joe Francis

    Joe Francis - Nebraska

    Joe spent his entire professional career with the Department of Environment and Energy (NDEE). In July 2019 the then Department of Environmental Quality and the Nebraska Energy Office merged to form NDEE – Joe was asked to lead the energy efforts of the “new” department. Joe has been involved in a number of national organizations including STAPPA/NACAA/ASTWMO as well as co-chairing the Interstate Technology Regulatory Council and serving as Chair of the DoD Strategic Environmental Research Development Program, Science Advisory Board. Joe reports his association with NASEO, while brief, has been one of the high points of his career!
