On August 31, 2023, the Colorado Energy Office launched the Vehicle Exchange Colorado (VXC) Program. This program helps income-qualified Coloradans recycle and replace their old or high-emitting vehicles with electric vehicles (EVs). The VXC program provides rebates up to $6,000 for individuals who exchange an old or high-emitting vehicle to purchase or lease a new EV and up to $4,000 for individuals to purchase or lease a used EV.

To qualify for the program, Colorado residents must earn below 80 percent of the area median income in their county or be enrolled in one of several financial assistance programs, and their vehicle must fail an emissions test or have a model year that is at least 12 years old. VXC applicants must also have their application approved by the State’s program administrator and complete their transaction at an authorized automobile dealer.
