The Connecticut Department of Energy and Environmental Protection (DEEP) released their 2020 Integrated Resources Plan (IRP) on October 7, 2021. DEEP is required to publish IRPs every two years by state law. The 2020 plan is a full assessment of how to meet the state’s goal of 100 percent carbon-free electricity by 2040 with discussion on electric supply needs and the tools needed to get there.
The six key objectives outlined in the IRP include: decarbonizing the electricity sector, securing the benefits of competition and minimizing ratepayer risk, ensuring energy affordability and equity for all ratepayers, optimal siting of generation resources, transmission upgrades and integration of variable and disturbed energy resources, and balancing decarbonization and other public policy goals.
“This plan confirms that a carbon-free electric supply is achievable by 2040…Continued focus on regional market reform, modernized transmission, and investment in efficiency, storage, and zero carbon renewables – guided by robust and transparent stakeholder engagement – will be essential for continued progress towards a decarbonized electricity system that is equitable, affordable, and reliable,” said DEEP Commissioner Katie Dykes.
Modeling was done to evaluate various pathways to the 100 percent carbon-free electricity goal, which built upon the investments in carbon free energy Connecticut has already made. Stakeholders provided input on areas such as authority for energy storage, biomass phasedown, and the state’s greenhouse gas accounting methodology. In developing the plan, DEEP looked at important areas to further facilitate the energy transition including modernizing transmission systems, reforming the wholesale electricity market, and implementing policies and programs that promote affordability and equity.
