• NASEO Request for Proposals: Field Data Collection Services
  The National Association of State Energy Officials (NASEO) has issued a request for proposals (RFP) to retain the services of a data collection subcontractor with demonstrated experience gathering building energy efficiency and code compliance information from single-family homes. The subcontractor must have the ability to provide services in the state of Arizona. The selected subcontractor will gather data using DOE’s Residential Building Energy Code Field Study Methodology and a resilience field study methodology that is under development. The subcontractor will have to visit around 130-170 homes that are under construction and pre-occupancy in Arizona over the timeframe of two project phases. Proposals are due February 13, 2026. • Virgin Islands Energy Office Request for Proposals (RFP) for Home Energy Rebates Planning, Development, and Implementation
  The Virgin Islands Energy Office issued a Request for Proposals (RFP) to solicit proposals from qualified contractors to provide blueprint assistance, program design support, and implementation management the Home Owners Management Energy Savings (HOMES) and Home Electrification and Appliance Rebates (HEAR) programs. • Iowa Issues RFP for Technical Assistance on Nuclear Energy Task Force
  The Iowa Economic Development Authority (IEDA) has released a Request for Proposals (RFP) to secure a consultant with proven expertise in nuclear energy development and/or nuclear energy policy in support of an expected Nuclear Energy Task Force in Iowa. The purpose of the task force is to advise the Governor, the General Assembly, and relevant state agencies on the development and advancement of nuclear energy technologies and infrastructure in Iowa. The selected contractor will:
  •    Provide technical assistance to IEDA and the forthcoming Nuclear Energy Task Force.
  •    Identify information gaps related to the feasibility of nuclear energy in Iowa.
  •    Support the development of a comprehensive written report.

• West Virginia Seeks Public Comment on Comprehensive Energy Policy 
  The State of West Virginia is actively seeking comments and recommendations regarding the development of Governor Morrisey’s Comprehensive Energy Policy, including the state’s “50 x 50" Generation Plan, Transmission Plan, State Energy Security Plan, 25-Year Strategic Development Plans. • NASEO Request for Proposals: Field Data Collection Services

• Idaho Releases Request for Information (RFI) on Nuclear Development and Data Center Location Incentives
  The State of Idaho is actively seeking to attract nuclear energy developers and companies involved in the nuclear supply chain, to establish operations within the state. Idaho offers significant advantages including abundant clean energy resources, strategic geographic location, business-friendly regulatory environment, and strong workforce development programs. Through this Request for Information (RFI), the State seeks comprehensive input from industry leaders to better understand the factors that influence location decisions and to identify specific initiatives that would make Idaho the preferred destination for nuclear investments. • Virginia Department of Energy Releases Request for Proposals for Hydrogen Planning Grants in Southwest Virginia
  The Virginia Department of Energy is accepting proposals for planning grants to support potential hydrogen production in Southwest Virginia. Up to $750,000 in funding is available for sub-awards of up to $250,000 each. The projects would explore possible avenues to produce blue and green hydrogen that also aim to provide opportunities for new industries and economic development in Southwest Virginia. • NASEO Request for Information: Advanced Nuclear First Movers Orderbook Strategy
  ​​​The National Association of State Energy Officials (NASEO) has issued a Request for Information (RFI) at the direction of the states participating in the Advanced Nuclear First Mover Initiative. The objective of the RFI is to inform the states on how best to create a coordinated orderbook for advanced nuclear projects – a mechanism that will speed project development and lower costs. • Maine Department of Energy Resources Request for Information on Thermal Energy Networks Program Creation
  The Maine Department of Energy Resources issued a Request for Information (RFI) to solicit information regarding the creation of a thermal energy network program in Maine, including , but not limited to, relevant frameworks and pilots, information about costs, feasibility and applicability, recommended processes, life-cycle analyses, electric grid impacts, relevance to Maine’s statutory emissions and reductions goals, labor considerations, and impact on affordability of housing development and energy. • Minnesota RFP: Funding for Microgrids at Community Lifeline Facilities
  The Minnesota Department of Commerce (“Department”) seeks proposals from eligible applicants for microgrid demonstration projects at a community lifeline facility, community hub, or a group of such facilities to improve energy resilience in a disruptive event. The Department will consider applications for feasibility studies, new microgrids, improving or augmenting an existing microgrid, or upgrading an existing carbon-free power system to a microgrid, among others. The Department proposes to use $714,500 of State Energy Program (SEP) funding to promote energy resilience at community lifeline(s) and/or community hubs. The Department expects to award approximately 4 - 6 grants, depending on the number and scope of applications that are submitted. Community lifelines are fundamental services that are essential for human health and safety or economic security. Lifelines can include, and are not limited to, emergency services, emergency shelters, medical and care facilities, food suppliers, drinking water supply, and wastewater treatment systems. Community hubs are local facilities that support residents and coordinate resources and services before, during, or after a disruptive event. Eligible applicants include:
  • Local units of government or taxing districts such as city offices, utility departments, park departments, emergency services, and joint powers as defined in Stat. 471.59 subd 1
  • Regional Development Organizations as defined in Stat. 462.381-398
  • Tribal governments and Tribal colleges

• NASEO Request for Proposals: Senior Advisor on Tribal-State Coordination
  NASEO seeks a Senior Advisor to work with NASEO to share expertise, provide input on deliverables, and help guide NASEO’s overall approach to support State Energy Offices interested in improved coordination with Tribal Nations on energy policy, program, and project design and implementation. The Senior Advisor will have knowledge of Tribal sovereignty and experience facilitating partnerships and navigating intergovernmental relationships between Tribal Nations and state governments, ideally with experience in the energy sector.   The District of Columbia Department of Energy and Environment (DOEE) has issued a Request for Information (RFI) regarding DER aggregations and FERC Order 2222 implementation in DC. The purpose of the RFI is to gather insight into market interest and potential next steps that District agencies, utilities, and industry groups could consider taking to advance the deployment of virtual power plants and DER aggregations in DC. • NASEO Request for Interest: Service Providers for Energy Efficiency Revolving Loan Fund Capitalization Grant Program Award Recipients
  The National Association of State Energy Officials (NASEO) and Lawrence Berkeley National Laboratory (Berkeley Lab) are seeking information from service providers to support states in the design and implementation of energy efficiency revolving loan fund programs. Service providers can register themselves as potential providers to assist State Energy Offices in one or more service areas, such as program design and administration, lending, and compliance. By registering, providers consent to make their information publicly available. State Energy Offices can use the list to find and contact potential service providers to support their revolving loan fund programs. Depending on state procurement policies and approaches, State Energy Offices may also be able to provide notification to listed service providers to respond to requests for proposals or other procurement opportunities. Service providers: Register to be publicly listed on this service provider list HERE. NASEO and Berkeley Lab will not review, vet, or in any way screen service providers registered on the list and make no express or implied approval or endorsement of the listed service providers. State Energy Offices will follow their own procurement policies, which may or may not allow them to access providers who have registered on the list before or after they have issued procurement opportunities.
• New Mexico Request for Information to Leverage Federal Funding Programs for Clean Energy Projects
  The Energy Conservation and Management Division of the New Mexico Energy, Minerals and Natural Resources Department (EMNRD) is soliciting information from potential public- and private-sector partners on potential opportunities to support projects that advance state-level decarbonization and energy resilience goals, leveraging co-financing from EMNRD and the Department of Energy's (DOE) Loan Programs Office (LPO) and/or other federal funding mechanisms. Alongside the Governor's Office, a number of New Mexico state agencies are collaborating to identify candidate projects by ensuring that this RFI reaches a wide range of eligible stakeholders; EMNRD's state government collaborators will include, but are not limited to, the New Mexico Finance Authority (NMFA), the New Mexico Environment Department (NMED), and the Economic Development Department (EDD). 
• NASEO Request for Proposals: Senior Advisor for Energy/State Energy Program
  NASEO seeks a Senior Advisor to provide expertise in developing materials to help new State Energy Office directors and staff. The Senior Advisor will be expected to have knowledge of State Energy Office functions, roles, processes, and scope; how State Energy Office leadership engages with their Governor, state legislature, public utilities commission, other state agencies, and key private sector partners and stakeholders; the U.S. State Energy Program, including experience with managing SEP awards and projects, and knowledge of Infrastructure Investment and Jobs Act (IIJA) SEP provisions; energy security and resilience considerations; energy programs for low-income Americans; and how State Energy Offices can, and should engage, with the U.S. Department of Energy. The Senior Advisor should also be prepared to provide substantive feedback and guidance on NASEO work products throughout the development process. Finally, the Senior Advisor should have a deep understanding of State Energy Offices' roles, distinct from state regulatory roles, in energy program and policy development across the country as well as both NASEO and DOE roles in supporting State Energy Offices. • NASEO Request for Interest from States: Energy Affordability in Multifamily Housing
  NASEO will offer State Energy Offices technical assistance and peer-to-peer learning opportunities focused on energy affordability in multifamily buildings. The goal of this initiative is to equip State Energy Offices with the tools necessary to identify and fund multifamily energy affordability projects that result in a scalable approach to multifamily affordability improvements. NASEO will facilitate a group of State Energy Offices working in parallel to identify multifamily housing in need of improvements and develop strategies to work with tenants, building owners, and energy auditors to recommend energy improvements that will reduce energy costs. • Hawai‘i State Energy Office Request for Proposals (RFP): Integrating Resilience Strategies for Zero Emission Vehicle (ZEV) Infrastructure
  The Hawai‘i State Energy Office (HSEO) announced the release of a Request for Proposals (RFP) for Integrating Resilience Strategies for Zero Emission Vehicle (ZEV) Infrastructure. The end goal is to identify the necessary charging infrastructure, energy resources, and backup systems that will contribute to the efficient deployment of resilient charging infrastructure to support government fleets, and the general public where possible, during regular operations, but also during response and recovery efforts for all-hazard events. Successful outcomes include ensuring that charging infrastructure is adequate even during emergencies, allowing for broader access to resilient charging by the public, and ultimately serving as a catalyst to increase the momentum of ZEV adoption statewide by the public and private sector. HSEO is also hosting a Pre-Proposal Virtual Conference on March 21, 2025, 11:00 a.m. – 12:00 p.m. HST for entities interested in submitting a proposal. • NASEO Request for Proposals - Codes and Energy Resilience
  NASEO requests proposals from qualified bidders to develop two deliverables. One deliverable is an Inventory of existing code measures that improve energy efficiency, energy resilience, and passive survivability while providing hazard resistance benefits, and the second is a Toolkit and Rubric for evaluating code changes to enable State Energy Offices to analyze the efficacy and value proposition of code changes to meet state energy efficiency and resilience goals. • NASEO Request for Proposals: Senior Advisor for Energy Financing
  The National Association of State Energy Officials (NASEO) seeks a Senior Advisor to work with NASEO to provide expertise and support to help execute NASEO's energy financing projects and deliverables. The Senior Advisor will work with NASEO and support and develop NASEO deliverables underneath U.S. DOE contracts as well as provide guidance and offer direction for future development of NASEO's financing program activities. • NYSERDA Advanced Nuclear Request for Information
  This RFI solicits information from entities either already pursuing, or interested in pursuing, a potential role in advanced nuclear energy technology development in New York, and details on those roles. It will help to support consideration of any next steps New York State may take in this regard. Potential respondents include stakeholders interested in advanced nuclear solutions to serve their energy needs, supply chain entities, (potential) host communities, workforce entities, project developers, financing/funding entities, and those working on research and development. • New Mexico Economic Development Department Request for Proposals (RFP): Pursuing a Comparative Advantage in Advanced Energy
  The purpose of this Request for Proposals (RFP) is to solicit proposals to establish one (1) contract for specialized expertise in economic development, strategy, and climate and clean energy technologies to build New Mexico's competitive advantage in advanced energy. The analysis will yield an understanding of New Mexico's strengths across the spectrum of the clean energy economy including but not limited to manufacturing, research and development, and energy generation and storage. The most competitive applicants will have demonstrated expertise in clean technology and renewable energy, including technological deployment, manufacturing, supply chains, leading industry analytics, and specialized knowledge of individual sectors. Responses due by October 9, 2024.
• The Idaho Governor's Office of Energy & Mineral Resources Releases a Request for Proposals for Consultant Services to Assist the Idaho National Electric Vehicle Infrastructure (NEVI) Program
  The Idaho Governor's Office of Energy & Mineral Resources, the Idaho Transportation Department, and the Idaho Department of Environmental Quality announced the release of a Request for Proposals (RFP) for consultant services to assist the Idaho National Electric Vehicle Infrastructure (NEVI) Program. Idaho recently finalized its Siting, Feasibility, and Access Study (SFAS) and determined site locations for the NEVI Program. Round 1 of the NEVI Program will fund one site each in Pocatello, Bliss, and Lewiston. Subsequent rounds of solicitation will be prioritized based on the locations outlined in the SFAS and best practices gained from Round 1. Idaho is seeking qualified and experienced proposals from interested firms outlining how the firm may assist the state agencies with the Idaho NEVI Program. • Colorado Energy Office Documented Quote (DQ): Medium- and Heavy-Duty Charging Hub Network Siting Analysis
  On behalf of the State of Colorado, the Colorado Energy Office (CEO) issued a DQ for a qualified entity to undertake a Medium- and Heavy-Duty (M/HD) Charging Hub Network Siting Analysis to expand on the results of the state's M/HD Charging Infrastructure Study and enhance the current M/HD Charging Corridors GIS Map by conducting market research, a M/HD vehicle and charging hub site profile assessment, and a bottom-up geospatial siting, feasibility, and grid upgrade analysis, utilizing truck travel data to estimate the timing of and identify prioritized road segments and siting for the strategic deployment of M/HD charging hubs throughout the State.   The Indiana Office of Energy Development issued a Request for Proposals (RFP) for a qualified partner to research battery energy storage systems (BESS) technology and analyze its potential impacts in Indiana. • South Carolina Electric Vehicle Awareness Campaign Request for Proposals Posted
  The Energy Office finalized a Request for Proposals (RFP) for its Electric Vehicle (EV) Awareness Campaign. The solicitation is available through June 25, 2024, on the South Carolina Procurement Services website. The Energy Office is seeking assistance in developing an EV Awareness Campaign for South Carolina. This public information campaign was recommended in the 2022 SC EV Stakeholder Initiative Report to provide South Carolinians with helpful resources and to aid in EV adoption. • NASEO Request for Interest from States in Freight Electrification Support
  NASEO is pleased to announce a suite of technical assistance to assist State and Territory Energy Offices with convening key stakeholders, co-developing action plans, and pursuing public and private funding for implementation to support charging infrastructure buildout and associated electric system upgrades for such on-road electric freight vehicles as trucks, tractors, and delivery vans operating within the state. • NASEO Requests Proposals for Resources for State Energy Offices to Advance Grid Resilience Planning and Implementation
  NASEO requests proposals from qualified bidders to work with NASEO to develop key resources to help State Energy Offices and other related state stakeholders involved with grid resilience planning and implementation. This will include at least 3 Issue Briefs or State Spotlights that will address a topic of relevance for coordinated grid resilience planning and implementation strategies or feature a states' coordinated grid resilience planning efforts or related resilience implementation strategy. Through the course of the scope of work, NASEO and the Consultant will identify and implement at least 3 additional resources to enhance State Energy Offices' technical expertise on grid resilience topics such as checklists, frequently asked questions, summaries, and guidance documents. • NASEO Request for Proposals: State and Territory Energy Offices Supporting Energy-Efficient and Healthy K-12 Schools
  With support from the U.S. Department of Energy's (DOE) Building Technologies Office, NASEO seeks a Contractor with strong existing relationships with K-12 public school stakeholders, as well as a deep understanding of the role that State Energy Offices and partnering state agencies can play to support local education agencies in improving the energy efficiency and indoor air quality of school facilities. The Contractor will support activities as part of NASEO's work with the U.S. Department of Energy (DOE) Building Technologies Office, to accelerate energy efficiency retrofits and improvements to indoor air quality, among other practices that produce healthy and efficient schools. • NASEO Request Proposals for a Consultant to Complete Resilience Center Research and Report
  NASEO requests proposals from qualified bidders to develop a written deliverable with two key parts: (1) a report and analysis examining state efforts to develop resilience centers (Report) and (2) a Toolkit for Creating Community Resilience Centers (Toolkit). The Toolkit should include illustrative examples and educational content (outlined in more detail below). The Toolkit and Report should be written for State and Territory Energy Offices as the primary audience. Secondary audiences for the Toolkit content may include State Hazard Mitigation Officers, State Emergency Managers, and State Resiliency Officers. Content should clearly outline specific actions and best practices for State Energy Offices and include any relevant graphics, tables, or maps. Questions will be accepted until March 19, 2024. • Minnesota Department of Commerce Request for Proposals: Low and Moderate-Income Accessible Community Solar Garden Program - Batch 2 Applications
  The Minnesota Department of Commerce seeks proposals from qualified organizations or individuals to (1) conduct a comprehensive analysis of the best practices and risk mitigation strategies employed by energy utility critical infrastructure providers who publicly publish distribution system information, (2) produce a final report detailing the incremental risk and security trade-offs realized by Minnesota's electric distribution system and dependent critical infrastructure produced by the facilitation of publicly-available grid information, and (3) participate in stakeholder working groups and public agenda meetings facilitated by the Minnesota Public Utilities Commission. • NASEO Request for Interest: Technical Assistance on Establishing State Clean Energy Fund
  NASEO is interested in working with several State and Territory Energy Offices to develop planning and implementation strategies that states may use to leverage federal funding to establish state clean energy funds.   On behalf of the state of Colorado, Colorado Energy Office is issuing an RFI to inform the design and development of the state's Fleet Zero-Emission Resource Opportunity (Fleet-ZERO) Medium- and Heavy-Duty Charging Corridors funding lane, receive feedback on the draft of Colorado M/HD Charging Corridors GIS Map, and gain a better understanding of the prospective business models, scope, design, timelines, anticipated demand, utilization, costs, and other helpful information in relation to successfully deploying M/HD corridor charging throughout Colorado. • NASEO Request for Information – North American Charging Standard (NACS) -SAE J3400 Market Readiness and Standardization
  NASEO and the American Association of State Highway and Transportation Officials (AASHTO) are requesting input on EV Service Providers (EVSPs) and other EV stakeholder's plans to incorporate North American Charging Standard (NACS) connectors – currently being standardized as J3400 – and related components in their product inventory and the associated timeline with the rollout. These responses will help inform State Departments of Transportations and State Energy Offices' Request for Proposals under the National Electric Vehicle Infrastructure (NEVI) program, covered by 23 CFR 680 minimum requirements, as well as advise states on how to plan and futureproof equipment for J3400 connectors. Responses from this Request for Information (RFI) will be posted on NASEO's publicly accessible website, distributed widely to any interested organization and will be posted to the EV States Clearinghouse.   Incentives Calculator
  The Department of Energy and Environmental Protection (DEEP) has drafted a Request for Proposals (RFP) for companies to develop the Connecticut Clean Energy and Connectivity Incentives Calculator. This online tool will showcase state, federal, and municipal incentives supporting deployment of clean energy, energy efficiency, demand response capabilities, and internet connectivity. The draft RFP can be found here. The RFP is in draft form and is being issued for public comment. DEEP is not accepting proposals at this time.   Hawaii Energy's EmPOWER Grant program is accepting applications from Hawaii's small businesses, restaurants, and non-profits through September 29 to help fund energy efficiency projects. Depending on equipment type, projects are eligible for up to $2,000, $4,000, or $6,000 this year. • Public Service Commission of Wisconsin Request for Proposals: Energy Burden Action Study
  The Public Service Commission of Wisconsin is seeking services from a consultant with strong analytical, policy, and planning expertise to conduct an analysis of energy burden metrics and develop an actionable plan for short and long-term deployment of energy burden metrics for consideration in Commission programs and processes. This work will build on previous work already done by the Commission and others on the understanding of energy burden definitions, and the development of metrics relating to energy burden and customer affordability more generally. The deliverables will include an analysis and report on specific energy burden metrics, including information on how these could be applied in a Wisconsin-specific context, as well as proposals for an actionable plan with options for utilization of this information. • NASEO Request for Proposals: Toolkit for Stakeholder Engagement in Transmission Planning
  With support from the U.S. Department of Energy's (DOE) Office of Electricity (OE), NASEO seeks a Consultant to develop a Toolkit for Stakeholder Engagement in Transmission Planning (Toolkit). This Toolkit will be educational in nature and better equip State Energy Offices with the resources to meaningfully address potential concerns from communities, to convene stakeholders across the project development and implementation spectrum through working groups or advisory committees, and to increase stakeholder understanding of both the direct and indirect benefits of transmission projects for their states and communities.  This Toolkit will be designed to include guidance on innovative and meaningful transmission planning engagement strategies with case studies and lessons learned from previous projects included. The Consultant will be expected to have knowledge of the programmatic, policy, economic, and community aspects of equitable transmission planning. The guide will focus on energy storage RD&D and key policy, planning, and programmatic considerations for State Energy Offices to increase investment and drive market acceleration.
